    Repayment of the $4.8 million loan approved by USDA-Rural Development for the City of New Rockford's water infrastructure project was discussed at the Jan. 7 commission meeting. The general consensus of the commission was to avoid special assessments for the project.     Southeast District Judge Cherie Clark issued her decision regarding the Rosefield Dam case, Schaefer vs. Eddy County Water Resource District, on Thursday, Jan. 3. In her 17-page opinion she outlined the facts in the case as she understood them and determined that the ECWRD’s decision to remove the dam should be affirmed.     Details of a five-year ordeal were laid out in court on Tuesday, Dec. 18, when Monty Schaefer, a Barlow area farmer, sought an administrative appeal of a decision reached by the Eddy County Water Resource District (ECWRD) earlier this year to remove the Rosefield Dam and spillway.     The man behind the utility bills that New Rockford residents receive in their mailboxes has been named the December Employee of the Month by the New Rockford Area Chamber of Commerce. George Ritzke was hired to replace Frank Allmaras as the city auditor in 1994.     The Farm Service Agency (FSA), Natural Resources Conservation Service (NRCS) and Eddy County Soil Conservation District officially moved into their new office on 7th Street South in New Rockford the first week in December. The 4000 sq. ft. office is about two thirds the size of the last one located on U.S. Highway 281.
