    POSTED February 21, 2023 Formal charges have been filed against the man authorities believe shot and killed another man outside Rindy's Bar in Sheyenne on Sunday, Feb. 19. Eddy County Sheriff Paul Lies confirmed that one male victim, identified as 30-year-old Troyal Thumb, was transported to the CHI St. Alexius Medical Center in Carrington, where he died as a result of his injuries.     WED, FEB. 22 @ 12:55 PM Nicholas Poitra, the man police say shot and killed another man at Rindy's Bar in Sheyenne on Sunday, Feb. 19, has been taken into custody. Eddy County Sheriff, Paul Lies, said Poitra was discovered at around noon on Wednesday, February 22, by a local farmer on County Road 12 in Eddy County, between 27th and 26th Street.     Following the announcement of an anticipated increase in Eddy County land values, the Eddy County Soils Committee approved a 5 percent increase in cropland and a 2 percent increase in non-cropland valuation for 2023.
