The daughter of Allan and Lisa Howard, Chandy grew up on a farm east of Sheyenne where they raised livestock, "mostly cattle," Chandy says.     The Eddy County Commission met on Tuesday, March 19 and spent a fair amount of time in discussions with the New Rockford Airport Authority.     The New Rockford-Sheyenne Board of Education convened at a regular meeting on Monday, Oct. 8. Much of the conversation was in regard to the grounds and facilities.
