    On Sunday, Feb. 11, the Eddy County Sheriff's Office stopped a vehicle traveling through New Rockford. The driver, Clarence Dubois (AKA Clarence Clauthier) of Bismarck, was arrested for outstanding warrants and driving under suspension. Authorities conducted a search of Dubois' vehicle at the time of his arrest and seized what they believe to be stolen property.     The NR-S School Board has been asked to consider a change in the way parents and guardians are notified of student progress in school. The board held the first reading of a revision to GCBB, Reporting Progress to Parents, at its regular meeting on Monday, Feb. 12. Per the proposal, the district would no longer mail out quarterly report cards to parents.
