    Homecoming festivities began Monday at New Rockford-Sheyenne Public School. At the 9 a.m. coronation, seniors Gretchen Berglund and Luke Ystaas were crowned 2018 king and queen.     Wade Senger and Travis Dillman of Interstate Engineering reported the approval of a 45 percent grant for the city’s $10 million water infrastructure project by the USDA Rural Development at the New Rockford City Commission meeting on Oct. 1. According to the award letter sent to City Auditor George Ritzke, the funds will come from the USDA’s Water and Waste Loan and Grant program.     At its September meeting, the Northern Plains Electric Operation Round Up board of directors approved grants totaling $14,450 to help support worthy causes. These charitable grants are made possible through the generosity of Northern Plains Electric Cooperative members who voluntarily elected to have their electric bills rounded up to the next dollar.
