The North Dakota Department of Transportation (NDDOT) is seeking comments on an amendment to the 2012 North Dakota State Long Range Transportation Plan (TransAction III). This amendment covers NDDOT’s long-range transportation plan changes in order to be in compliance with 2012 Moving Ahead for Progress in the 21st Century (MAP-21) and the performance-based planning approach provisions of the 2015 Fixing America’s Surface Transportation (FAST) Act. The FAST Act provided planning guidance and requirements after the adoption of TransAction III in 2012.
NDDOT’s performance measures, as applicable to North Dakota, illustrate system performance in accordance with 23 CFR Part 490 and 49 USC Chapter 53. For example, Congestion Mitigation and Air Quality measures do not apply as ND meets all air quality standards
In accordance with 23 USC 450.216, NDDOT’s Performance Targets for each measure are set by the following process:
At least three target options are calculated by NDDOT considering factors such as past performance, projected future demographics, anticipated industry growth, etc.
Those target options are presented at a meeting involving all North Dakota MPOs for discussion.
Considering other relevant information along with MPO and other partners’ input as required, the NDDOT Director determines the target to be used.
